Analysis and assessment of the human factor in the audit and urban road safety inspection tasks in Colombia

ABSTRACT

This article seeks to present the treatment of the human factor in the general structure of the audit and urban road safety inspection tasks, some assessment methods and a list of proposed countermeasures to reduce the risk of accidents and mitigate the impact of their occurrence, considered in the drafting of the ASVU Urban Road Safety Audit Manual for the city of Bogotá, which was undertaken by the Transport and Roadway Engineering School of the Pedagogical and Technological University of Colombia (UPTC) for the District Mobility Secretariat of the republic’s capital in the year 2015.

In addressing pillar 4 of the global action plan for the road safety management system proposed by the UN in the Decade of Action for Road Safety for the 2011-2020 period, in analysing and assessing the human factor, methodological aspects, behavioural analysis, traffic culture, legal aspects, relevant and available primary and secondary information were considered. 15 audits were conducted at planning, design and construction level and inspections at operational level in critical points of the Colombian capital, including the principal features of the different road users as drivers, passengers, pedestrians, street vendors, cyclists and motorcyclists. The reports made special emphasis on the recommendations for remedial measures or countermeasures to eliminate or mitigate the risks of accidents.
