ABSTRACT
In medium-sized urban areas there are problems of coordination of public transport with regard to specific features of large metropolitan areas. In the case of the Pamplona the main problems arising from the division of powers between urban and interurban transport.
The integration solution implementation is to define an area consisting of several municipalities in which transport that runs within it is considered urban. Transportation Authority is an existing administration in that territory dedicated to the provision of public services, rather than resorting to a new creation.
This Administration is the Federation of the Region of Pamplona, a local entity with legal personality in which municipal autonomy is guaranteed through the participation of municipalities in it.
