ABSTRACT
The provision and management of access routes to large cities poses major difficult problems that require the coordination of the various public authorities, a coordinated policy between transport and land use and the establishment of financing systems (generally involving the private initiative) that allow to carry out corresponding investments without affecting macroeconomic stability. Based on various national and international experiences, is proposed as a possible solution to this problem creating a public agency, coordinator of the access routes to large cities, whose main objectives are: coordinating and implementing transport policies and land use, take responsibility for the construction and management of infrastructure entrusted, make the most of the possibilities of financing of infrastructure and the establishment of flexible contracts with the private sector.
