ABSTRACT
The aim of this article is to reflect on the concept of public service connected with the provision of road service as well as the possibility of finding a stable funding framework for road infrastructure. To do this, we must develop a global model with room for all possible systems and, therefore, capable of operating in different political situations: conventional budgetary systems, concessions with tolls paid by users, concessions tolls paid by management, construction through contract work with total price payment ... etc. The framework proposed in this article attempts to combine principles of justice and equity while economic efficiency objectives, without obviating the reality of the Spanish hacienda.
