ABSTRACT
The legal framework of the European Union and the current economic climate have led to raise the payment for use of infrastructure as a necessary step to get the resources to ensure the viability of our road transport system mechanism. This is an opportunity to redistribute the tax burden already faced by road users, so that a fairer in which "the more you use, the more you pay" system, while the use of what is guaranteed to be generated raised in a proper transport network of roads XXI century: full, safe, sustainable, comfortable and intelligent. In short, yes to pay per use, but for better quality of service.
