Conclusions III Andalusian Congress of Roads

The Andaluz III Road Congress has resulted in the presentation of free communications 150, 6 2 invited presentations and discussion sessions. Under the slogan "Roads for a developing society", the sessions have been reviewed by the Andalusian roads in various aspects of planning, design, construction, geotechnical, mining and road safety.

The first general conclusion to be made relates to the quality of communications, which has been clearly superior to the first two COAC, which involves consolidation of the event and finding the development of technology Andalusian roads.

Secondly, it has been noticeable the growing emergence, alongside the classics, many others who are called to have a progressively greater interest issues. Thus, in the case of safety and health in the construction itself, the specific environmental aspects, photogrammetric techniques, management of expropriations, etc. That is, the COAC is configured as kern of Andalusian technology in civil engineering and technological environment.

Finally, within this general analysis, it indicates the relative scarcity of communications in the area of ​​road safety with respect to others. This point should therefore be strengthened in future congresses.

Moving on to the specific findings in each area of ​​Congress, it can be said:


- Planning, together with the coordination and control are critical activities, not delegable, Administration. This should keep both pure public investment scenarios, such as in public-private participation. In the case of Andalusia, on the other hand, the important role of the European Funds seems likely to remain in the post next accession Europe since 1 Region will remain objective.

- Analysis of the road under the concept of capacity is an important criterion, but not the only, for programming activities in the Road Network of Andalusia. While it should be taken into account, especially in tourist areas of the coast, in the rest, most of the network, the accessibility criteria, structuring and territorial balance are crucial.

- There is a context of strong growth in demand for traffic on the roads of Andalusia, reaching average annual rates of growth higher than 6%, they explained mainly in terms of tourism demand (the coastal strip is the first stream generator) and which is expected to continue in the coming years. It is necessary, therefore, an effort precision in taking time values ​​Project intensities.

- The Infrastructure Master Plan of Andalusia defined for a ten-year time horizon and goals both territorial and cohesion and provision of infrastructure for Andalusia strategies.

- GIASA, has opted for a powerful planning system as the foundation of its integrated management, distinguishing three levels of planning: General or multi-year, performance management, and contractual or specific.

- An important new feature is the presentation of the project MIMAR Andalusia, developed to contribute to training, information and awareness of the Andalusians in the conservation of the environment. The aim is to develop a map to provide the driver or road user valuation of biodiversity through, bearing in mind the landscape value, wealth and equity of environments and emphasizing the existence of a risk of accident for injuries wildlife or forest fires.

- Infrastructure is an engine of economic development. The need to increase the volume of investment in transport infrastructure leads to the search for new funding formulas giving a greater role to the private sector. We reviewed the models used in Spain in recent years, analyzing advantages and disadvantages of each.

- The creation of a Road Fund not linked to the General Budget of Public Administration has been proposed as a mechanism for managing and financing roads to alternative systems budgetary.

- As an example of Territorial Planning of Road Network of Andalusia they have been reported cases of West Coast Onubense and the Bajo Guadalquivir. In the first case, planning incorporates the concepts of sustainable mobility, sustainable tourism and multimodality. In the second, road planning is fundamentally based on a comprehensive study of traffic, giving priority criterion satisfaction of demand and mobility.

- The promotion of public transport and restrictions on private vehicle, along with a coordinated urban planning with transport, are basic pillars for the development of urban mobility. Already established in urban areas, construction of reserved platforms is a performance that can give very beneficial results. It was shown as an example the design of a reserved in the metropolitan area of ​​Granada platform.


- In this area, the most remarkable aspect is the presentation of a rigorous conceptual framework, promoted by the Ministry of Public Works through GIASA, for the consideration of environmental constraints. Part of the realization of the importance of the environment in Andalusia (now 18%, coming to 29% with Natura 2000 Network, the surface of Andalusia are natural areas of great interest), and is supported by a comprehensive regulatory development based on the concept of sustainable development.

- The model defined Environmental Management relies, among others, in tools such as the Environmental Reports, the Monitoring Reports, significant technical recommendations for the design and implementation of road systems in sensitive environments, forthcoming (by spring 2004) Landscape Restoration Project and Environmental Monitoring Programs. - The growing awareness of the archaeological and environmental conditions of the technicians engaged in road construction in sensitive areas (SPAs, LIC, ZEC), is reflected not only in greater respect for these factors, but in the implementation of measures concrete, preventive, corrective and compensatory conducive to the recovery of degraded situations even the beginning of the construction activity.

- He has performed one of the largest infrastructure projects currently running in Spain, the A-381 immersed in the National Park of the Acorns. In it, the design of compensatory measures with a significant economic cost in the order of 30% of the total budget, including establishment and improvement of natural environments, species protection and generation facilities and activities for environmental education (Botanical Garden, informative publications, etc.).

- In parallel, corrective measures have solved the impacts on wildlife and land by constructing false tunnels instead of large clearings, the provision of wildlife passages, reuse of marginal materials, the arrangement of antisónicas screens and revegetation . - In relation to the design of road connections it has presented a detailed study of the side visibilities in the additions, intersections and lane change maneuvers, reaching conclusions of great interest to road safety.

- In the field of sustainable mobility it has presented an interesting communication on Multimodal way, seeing how it is possible to advance in this field if the private vehicle also counts for many movements within the county, tourist areas, etc. with the bus, cycling and walking, with their equipment. Has set out the conditions for this type of track due to both demand and because of the speed, traffic calming and safety, as well as various embodiments.

- In the field of structures they have been presented papers of great interest, as two singular cases of structures in false tunnel in double vault of great length and filling height with asymmetries loads where there is one of the clearest cases of interaction between soil and structure and communications cable-stayed bridges, with outstanding aesthetic care, beamed in a place of high environmental value, etc.

- It has reviewed Bridges in Andalusia showing the pluses and minuses veterans, all fine examples of vigorous state of this technology in our country.

- Knowledge of geomorphology.
- Hydrogeology.

- Given the geological / geotechnical characteristics of the Andalusian, road works in this region are usually associated with a significant amount of geotechnical measures. It is therefore very important to have the necessary methodologies for reliable and economical designs of them.

- In this regard Eurocode-7 represents a first attempt to develop a design guide and project, following a trend that, although it was common in other fields of civil engineering, represents a novelty in the field of geotechnical analysis.

- It should be noted the interest of a methodology that has been presented, to act once slippage appears on a slope, which includes:

- Establish the history of the problem: His background, recorded movements, etc.
- Develop adequate topography.
- Determine the influence of water, mapping the presence of nearby sources, accumulations of water, etc. 
- Determine the stratigraphy of the area and geotechnical parameters.
- Reanalysis of what happened, using the methods that are appropriate. 
- Study of access for machinery and input availability.
- Study of alternatives.
- Monitoring of the chosen solution.
- Auscultation of the work: inclinometers, leveling references.

- A major concern and progress in characterization techniques and improvement of the underlying natural terrain (foundations of roads) as well as the materials used in the construction of embankments, and the test methods for checking quality is observed.

- So, there have been specific communications on piezocone, Special geotechnical and hydrogeological studies for individual works, studies instability foundations of embankments, and lime stabilization methods inadequate and expansive underlying natural terrain.

- A special case of use of marginal materials is the construction of the A-381 Jerez-Los Barrios passing through the Natural Park of the Acorns. Road safety
