Procurement, Construction and Operation of Roads in Spain
The Spanish Road Association organizes this conference, which are sponsored Department of Public Works and Urbanism of the Consell de Mallorca
Madrid, April 29 2002.- The most relevant aspects of the Law of Public Contracts, such as civil, criminal and administrative responsibilities of the parties Administrations; the preparation, award and execution of road works contract; road maintenance and shadow toll in concession contracts; taxation and accounting contractors and grantees of road works; the legal and economic analysis of the future regulatory framework for public works concession; the degree of compliance with laws, regulations and specifications for road works; the service quality indicators in road concession contracts; the consulting contract and assistance and funding the construction and operation of toll roads are the main issues to be put on the table within the framework of the Conference on Procurement, Construction and Operation of Roads in Spain.
The Spanish Road Association (AEC) is responsible for organizing this meeting, which will take place between the 15 and 17 May next in Palma de Mallorca, under the sponsorship of the Department of Public Works and Urbanism of the Consell de Mallorca.
A total of eleven papers presented by other experts many of accredited prestige in the subject under discussion, integrate the technical program of this conference, the opening ceremony will be chaired by the Minister of Public Works and Urbanism of Mallorca's Consell, Antoni Pascual.
The speakers include Fernando Hidalgo, State Attorney of the Legal Department of the Secretariat of State, Commerce and Tourism of the Ministry of Economy; Francisco Javier de Agueda, Director General of Roads of the Ministry of Public Works, Town Planning and Transport of the Community of Madrid; Julio Sanchez, Technical Adviser Sector Policy Directorate General of the Ministry of Economy; Angel Ballesteros, Executive Officer of the National Institute of Public Administration of the Ministry of Public Administration; Sunday Carbajo, Inspector of Superior Team ONI Inspectorate of Finance, Ministry of Finance; Alberto Ruiz, Professor of Administrative Law at the University of Malaga; Gonzalo Aguiar, Director of Highways Insular Department of Public Works and Urbanism of the Consell de Mallorca; Aniceto Zaragoza, Director General of the Spanish Road Association; Angel Fernandez-Aller, Director General Technical Technical and Projects SA (TYPSA); Jose Angel Presmanes, Director General Concession FCC Construction, SA, and Manuel Antonio Lopez, Director General of Economic Planning at the Ministry of Development.
The Law on Public Works Concessions and was analyzed in a first edition of this conference, held on the island of Fuerteventura last year. The appointment of Palma de Mallorca will serve to review some of the issues that were then treated and to verify if the estimates were noted there have become reality. It is the case of the greater legal certainty the concession system, improved risk allocation and greater attraction of private capital to finance infrastructure that would bring expected then that standard.
